There are two Luffys to know about in AFSE. The one you can definitely get today is Loofi, the Luffy parody champion on Champion Board 1 - a 4.7% roll that auto-trains 40% of your Agility and 35% of your Strength. Solid early-game pull.
The Dimension 3 update (One Piece themed) added more: players report a new Luffy underneath the lobby in Dim 3, a Gear 2 power you can obtain there, and the NewLuffy code worth 300,000 Chikara. The exact role of the new Luffy (mini-boss or token NPC) is still being pinned down.
