Angel is the rank 24 unreleased class. The Dragon Ball Super context around it makes the reference a near-certain match for the show's Angels, the celestial beings like Whis and Vados who attend their respective Gods of Destruction and sit a notch above them in the cosmic pecking order. Whis being Beerus's attendant and explicitly stronger than him is the canon parallel that fits the rank ordering AFSE has built.
